Australian Citizenship Services

Becoming an Australian citizen is an important milestone for many permanent residents and families who have built their life in Australia. Australian citizenship may provide a greater sense of security, belonging and participation in Australian community life.

Before applying, it is important to understand whether you satisfy the residence requirements, whether travel outside Australia may affect the application, and whether any visa history, criminal history or disclosure issue requires careful review.

Our role is to help you identify possible issues before lodgement, prepare a clear application strategy and understand whether further advice or supporting material may be required.

Who Can Apply for Australian Citizenship?

Many applicants become Australian citizens through Australian citizenship by conferral. Eligibility is generally assessed by reference to residence requirements, permanent residence status, identity requirements and good character considerations.

In many cases, applicants must satisfy residence requirements before becoming eligible to apply. Travel outside Australia, time spent overseas, the date permanent residence was granted and previous visa history may affect the assessment.

Some applicants may need closer review before applying, including people with lengthy absences from Australia, previous visa refusals or cancellations, pending charges, criminal history, identity issues or complex family circumstances.

Australian citizenship application document and passport

Common Citizenship Issues We Assist With

Citizenship applications can appear straightforward, but some matters require careful review before lodgement. These are common issues where professional advice may help.

Residence Requirements

Reviewing whether your time in Australia, permanent residence period and lawful residence history may satisfy citizenship residence requirements.

Travel Absences

Assessing overseas travel, long absences and whether absence periods may create eligibility concerns before applying.

Character Concerns

Considering criminal history, pending charges, police clearances, disclosure obligations and possible good character concerns.

Visa History Issues

Reviewing whether previous visa refusals, cancellations, bridging visas or complex immigration history may affect the application.

Identity and Documents

Identifying document gaps, name differences, identity concerns and evidence required to support the citizenship application.

Family and Children

Considering citizenship issues for children, family members and applicants with special circumstances or complex background facts.

How We Can Help

We can assist at different stages of a citizenship matter, from initial eligibility review to application preparation and advice about risks before lodgement.

Eligibility Review

We review your residence history, permanent residence date, travel history and key facts to help identify whether you may be ready to apply.

Application Preparation

We assist with preparing application information, checking consistency and identifying supporting documents that may be relevant.

Letter of Advice

For complex cases, we can prepare written advice explaining eligibility concerns, risks and recommended next steps.

Disclosure Guidance

We help you consider how to approach disclosure issues involving travel, character, identity, previous visa history or other relevant matters.

Document Review

We review evidence and identify possible document gaps before lodgement, including identity and residence-related material.

Complex Case Strategy

Where your matter is not straightforward, we help you decide whether further evidence, explanation or a staged approach may be appropriate.

Citizenship Test, Interview and Ceremony

Some applicants are required to attend a citizenship appointment, sit the Australian citizenship test and later attend a citizenship ceremony before becoming an Australian citizen. Requirements may vary depending on the applicant’s age, circumstances and application pathway.

It is important to ensure that application information is accurate and complete before reaching the appointment stage. If there are concerns about eligibility, travel history, character or identity, those issues should usually be considered before lodgement rather than after a request or delay arises.

Check Your Citizenship Eligibility

Use our online citizenship assessment to identify possible eligibility issues before applying. If your circumstances are complex, we can also provide professional advice or a written Letter of Advice.

Approved English Language Tests for Skilled Migration

A practical guide to the English proficiency levels and approved test scores used for Australian skilled migration and related visa requirements.

Important change: the approved English test framework changed on 7 August 2025. The scores on this page apply to tests taken on or after that date.

How to use this guide

Different visas require different English levels. For points-tested skilled migration, Competent English is normally the minimum threshold, while Proficient and Superior English may provide additional points. Functional English is mainly relevant to adult secondary applicants and may affect whether a second visa application charge is payable.

Always check the requirements of the particular visa subclass and the validity period applying to your test result.

Functional English

No points

Functional English does not provide skilled-migration points. It is commonly relevant to family members aged 18 or over. Depending on the visa subclass, an adult family member who does not have Functional English may be required to pay a second visa application charge before visa grant.

Functional English may also be demonstrated through a qualifying passport or specified English-medium education. The table below covers approved test results taken on or after 7 August 2025.

The Department of Home Affairs requires approved tests to be taken at a secure test centre. Completely online, remote-proctored or at-home versions are not accepted for Australian visa purposes. Examples include CELPIP Online, IELTS Online, LANGUAGECERT Academic Online, MET Digital taken at home, OET@Home and TOEFL iBT Home Edition.

Important test-specific points

  • For TOEFL iBT, select Taking TOEFL for Australia when registering.
  • IELTS One Skill Retake may be accepted for eligible visas.
  • MET Single Section Retake may be accepted for eligible visas.
  • OET is designed for health professionals and now uses numerical scores for tests taken from 7 August 2025.
  • PTE Academic kept the same test name, but its test and score framework changed from 7 August 2025.
